All courses are taught by Juan M. Morales, P.E., President of J.M. Morales & Associates, P.C. Prior to starting his transportation engineering consulting firm in 1995, Mr, Morales served as director of technical programs for the Institute of Transportation Engineers (ITE), including directing ITE’s Educational Foundation and serving as ITE’s liaison to the National Committee on Uniform Traffic Control Devices. Prior to joining ITE, Mr. Morales worked as a traffic and research engineer for the Federal Highway Administration (FHWA) in McLean, VA, where he was actively involved in traffic control, highway safety, congestion management, and traffic simulation.

Mr. Morales has been teaching since 1998. He has taught courses in over 40 different states including Traffic Control Technician (TCT), Traffic Control Supervisor (TCS), Traffic Control Design Specialist (TCDS) and others, including State-specific courses. In 2005, Mr. Morales became ATSSA’s chief instructor. In that capacity, he is responsible developing and updating all ATSSA courses, including State-specific courses and evaluation of new instructors. During his over 30-year career, Mr. Morales has developed and presented several courses on transportation engineering, planning and safety issues worldwide, serving as consultant for the World Bank and the International Road Federation. He as conducted Road Safety Audits (RSA) and helped develop RSA guidelines for the World Bank.

Mr. Morales holds a Master’s Degree in Civil Engineering degree from the Georgia Tech and a Bachelor’s Degree in Civil Engineering from the University of Puerto Rico. He is a registered professional engineer in the Commonwealth of Virginia. Mr. Morales is the recipient of the 1987 ITE’s Past President Award for his work with sign retroreflectivity and the 2011 ITE Edmund E. Ricker Transportation Safety Council Award. He is a member of ITE, ATSSA member and a certified instructor for both the National Highway Institute (NHI) and ATSSA.
